Perhaps the U.S. should send Investigators to Mexico

   To handle your crime, you must treat it as crime. If three women and six children are killed -- and your criminal justice system is working -- you investigate, make arrests, and prosecute the perpetrators of the massacre.
   If your system is working. And, I don't know if it is, in Mexico.
   Wage war on the cartels? Should the U.S. bring in all the military might necessary, and wage war against the cartels? I do not know. I only know that if the justice system is working, that is the way you go about dealing with the problem.
   So, if the U.S. wants to help, perhaps it should first offer to send in investigators.
