The Tape Recorder was Invented in 1886; Any Reason it wasn't Used?

Run this by me again: The conversation between President Trump and Ukrainian President Volodymyr Zelensky was not recorded, but was transcribed by those who wrote down what was said.
I believe the tape recorder was invented in 1886. Isn't that enough time that we should have learned of its existence? So, in a day when we can record things -- much easier -- we still have secretaries come in and do it the old fashioned way? What's up?
In all that comes out of this event, changing this practice should certainly be one. Start using a recorder. Why ever, why ever do we not just record these presidential conversations?
