If the rest of Congress follows through, the spending cuts will be authorized by the people who are supposed to be crafting the budget.

How significant would be that amount of savings? Musk's Department of Government Efficiency is planning to trim but $2 trillion. DOGE is targeting entire agencies, promising to remove them from existence. DOGE, however, is not authorized to set the budget.
