Dozens of Americans are being detained in foreign countries. And prisoner exchanges should not be the first resort to free them. If you can pirate them out, do so. It would serve us well if we had a unit specializing in freeing prisoners, an intelligence unit that attempted to help the prisoners escape.
Doesn't have to be a large agency, just a unit of a few officers. And, they should not believe it their job to free all prisoners. Some have committed crimes for which they should pay.
Hey, they do this in the movies, so why not more often in real life? Not that we should expect them to be able to free every prisoner held unjustly. Don't even expect them to be able to spring a quarter of them. But, if they free just a few, the effort will be worth it.
