Fires have broken out in a chemical plant in Shanghai, China. In the past, China has been accused of being lax in safety. There have been a number of fires at chemical plants, so this one in Shanghai is not the first.
Authoritarian governments are prone to being lax in safety. In a democracy, the citizens would demand safety.
